How to get a Texas property and casualty license

In Texas you take the General Lines – Property and Casualty exam at Pearson VUE, get fingerprinted, and apply through Sircon or NIPR within a year of passing. Texas requires no pre-licensing hours for this license (TDI, checked October 8, 2026).

Five steps, in the handbook's order

  1. Reserve the exam and pay

    Book online or by phone with Pearson VUE. The $49 fee is paid at reservation.

  2. Reserve a fingerprint appointment

    Fingerprints are digital, taken by IdentoGO.

  3. Take the exam

    At a Pearson VUE test center, with the identification the handbook lists.

  4. Get fingerprinted

    TDI starts the application process on its fingerprint portal; a resident application needs the fingerprint receipt.

  5. Apply for the license

    Apply through Sircon or NIPR within one year of passing, or you will have to retake the exam. The application fee is $50 per license type.

No course hours, and the one exception

Texas sets no pre-licensing education for the general lines P&C license, so you can book the exam when you're ready. The 40 hours you may see quoted belong to the temporary license: a sponsoring insurer or agency requests it, and you complete 40 hours of the sponsor's training. Florida, Illinois, New Jersey, New York and Ohio require an approved course first; pre-licensing requirements by state has the hours and sources.

What to study

The 100 general items cover national P&C material: the insurance contract, property and liability basics, the personal and commercial policy forms. The 30 Texas items come from the state-law section of the Texas outline, effective September 1, 2026 (Pearson VUE outlines). The P&C practice test drills the general part; study the Texas section from the outline itself.

The Texas section is the part no national resource covers, so budget for it separately. Exam size in the other states we checked puts the 100/30 split in context.

Licensed in another state already

Then the exam may not be your route at all. A Texas non-resident license requires an active general lines property and casualty license in good standing in your home state (TDI). If your home state grants non-resident licenses to Texans on a reciprocal basis, the handbook says you are not required to take the exam and apply electronically instead (Pearson VUE Texas handbook); both checked October 8, 2026. After the license
